Lawmakers Probe SpaceX Over Alleged Use of Starlink in Russia

House Democrats are launching an investigation into SpaceX, led by Elon Musk, amid allegations that the company’s satellite internet system, Starlink, is being utilized in Russia. Representatives Robert Garcia and Jamie Raskin have addressed a letter to Musk’s company, urging transparency regarding any potential transactions or utilization of Starlink in Russia.

Concerns Raised by Lawmakers

In their statement, Garcia and Raskin emphasized the critical role of Starlink as a resource for Ukrainians amidst the ongoing conflict with Russia. They referred to Ukraine’s assertions of “systemic” use of Starlink terminals within Russia. Musk has previously stated that, to the best of SpaceX’s knowledge, there have been no direct or indirect sales of Starlink to Russia.

The lawmakers expressed deep concerns over reports suggesting that Russia might be acquiring and employing Starlink technology to coordinate attacks against Ukraine. They underscored the possibility that such actions could contravene US sanctions and export controls.

Demands for Transparency and Safeguards

The letter sent by Garcia and Raskin to SpaceX outlined the necessity for robust guardrails and policies to prevent the illegal acquisition and utilization of SpaceX technology by Russia. They urged SpaceX to provide assurances that appropriate measures are in place to prevent unauthorized access to Starlink.

Elon Musk has consistently refuted claims of Russian usage of Starlink, maintaining that the technology has not been deployed in Russia. However, representatives for SpaceX have yet to respond to requests for comments from Business Insider.

Collaborative Efforts with Ukraine

Meanwhile, Ukraine has reportedly been collaborating with SpaceX to prevent Russia from employing Starlink terminals. Mykhailo Fedorov, Ukraine’s minister for digital transformation, revealed in an interview with the Ukrainian public broadcaster Suspilne that his officials had proposed a solution to SpaceX for blocking Russia’s access to Starlink. Discussions are underway between Ukraine and SpaceX to implement measures aimed at preventing any unauthorized utilization of the technology by Russia.
