IT Ministry's Notice to WhatsApp Over Spam Calls

The Indian Ministry of Information Technology (IT) is set to issue a notice to WhatsApp regarding the recent surge in spam calls from unknown international numbers, announced Minister of State for IT, Rajeev Chandrasekhar. Chandrasekhar emphasized that digital platforms bear the responsibility for ensuring user safety, and the government is committed to addressing any alleged misuse or breach of privacy reported by users.

Background of the Issue

WhatsApp users in India have reported a significant increase in incoming spam calls from international numbers in recent days. Numerous complaints surfaced on Twitter, with users noting that many of these spam calls originated from countries such as Indonesia, Vietnam, Malaysia, Kenya, and Ethiopia.

Chandrasekhar confirmed that the IT Ministry is closely monitoring the situation and will formally notify WhatsApp about the issue. Speaking at an event organized by the Public Affairs Forum of India (PAFI), he underscored the government’s intention to address concerns related to spam calls and user privacy.

Government’s Stance on Platform Responsibility

The minister reiterated that digital platforms are accountable for ensuring the safety and trust of their users. He emphasized the principles of openness, trust, safety, and accountability, asserting that platforms must uphold these standards when serving digital citizens.

Addressing the spam call issue, Chandrasekhar stressed that it is imperative for WhatsApp and other messenger platforms to address such concerns promptly. He affirmed the government’s commitment to investigating any reported misuse or breach of privacy.

Investigation and Action

The government is actively investigating how scammers access phone numbers associated with WhatsApp. Chandrasekhar highlighted the need to ascertain whether scammers obtain this information through databases or automated bots, emphasizing that such practices could potentially violate users’ privacy rights.

In response to claims of WhatsApp accessing smartphone microphones without user consent, the minister assured that the government would examine these allegations. WhatsApp has attributed the issue to an Android bug and affirmed that users retain full control over their microphone settings.

Future Steps

Regarding the formation of a self-regulatory organization (SRO) for online gaming platforms, Chandrasekhar clarified that any SRO must be approved by the Ministry, ensuring compliance with established criteria. He expressed optimism about the upcoming introduction of the Digital Personal Data Protection Bill in Parliament during the next session.
